Understanding child labour risk to refine monitoring mechanisms<\/h1>\n

Traditional methods of measuring child labour, such as in-depth assessments, are costly and time-consuming. But what if there was a way to estimate child labour risk in a community, or in a household, without collecting additional household data? Over the past few years, we have worked with our partners to develop risk models to answer this question and help target support to those communities and families most in need.<\/strong><\/p>\n

First, we commissioned a research study to better understand child labour risk at the community level. Supported by the Jacobs Foundation, the Lindt Cocoa Foundation and the Tony\u2019s Chocolonely Foundation, the study combined data from ICI\u2019s Protective Cocoa Community Framework (a community assessment tool) with child labour prevalence data, to find out which factors indicate that a community is at a higher risk of child labour. <\/span><\/p>\n

The study identified 12 community characteristics that could be used to assess the risk of child labour, based on data from 258 cocoa-growing communities in C\u00f4te d\u2019Ivoire and Ghana. The community characteristics cover four key areas: access to education, community infrastructure, women\u2019s empowerment and cocoa cultivation. <\/span><\/p>\n

We used the findings to create the Child Labour Risk Calculator: a free, practical tool to identify communities facing a higher risk of child labour and target them for support. <\/span><\/p>\n

We are also developing a model to estimate risk at the household level, as part of a pilot project with our partners Nestl\u00e9 and ECOM, with funding from the Swiss Government. This model is testing whether farmer data that is already available to cocoa buyers and cooperatives can be used to identify at-risk households within supply chains, thereby allowing the most at-risk to be prioritised for monitoring and\/or remediation. <\/span><\/p>\n

We are continuing to refine our risk models to develop even more accurate estimations and are working to integrate them into into existing approaches such as the CLMRS. These will support the cocoa sector direct resources to where they are needed most and, through the resulting efficiencies, allow action to be scaled up more widely, aiding even more children at-risk. <\/span><\/p>\n

Comprendre les risques li\u00e9s au travail des enfants pour affiner les m\u00e9canismes de\u00a0suivi <\/b><\/h1>\r\n

Les m\u00e9thodes traditionnellement utilis\u00e9es pour \u00e9valuer le risque de travail des enfants, par exemple la r\u00e9alisation d\u2019\u00e9valuations approfondies, exigent \u00e9norm\u00e9ment de ressources et de temps. Serait-il possible d\u2019\u00e9valuer le risque de travail des enfants au sein d\u2019une communaut\u00e9 ou d\u2019une famille donn\u00e9e sans avoir \u00e0 recueillir de nouvelles donn\u00e9es aupr\u00e8s des m\u00e9nages concern\u00e9s\u2009? Ces derni\u00e8res ann\u00e9es, en collaboration avec ses partenaires, la Fondation ICI a ainsi travaill\u00e9 \u00e0 l\u2019\u00e9laboration de mod\u00e8les de risques pour r\u00e9pondre \u00e0 cette question et venir en aide aux communaut\u00e9s et aux familles les plus touch\u00e9es.<\/b><\/span><\/p>\r\n

Dans un premier temps, nous avons command\u00e9 une \u00e9tude pour mieux cerner le risque de travail des enfants au niveau communautaire. Soutenue par la Jacobs Foundation, la Lindt Cocoa Foundation et la Tony\u2019s Chocolonely Foundation, cette \u00e9tude a r\u00e9uni les donn\u00e9es recueillies au titre du Cadre pour des communaut\u00e9s cacaoy\u00e8res protectrices (un outil d\u2019\u00e9valuation \u00e9labor\u00e9 par ICI) et des donn\u00e9es sur la pr\u00e9valence du travail des enfants, afin de recenser les param\u00e8tres permettant d\u2019\u00e9tablir qu\u2019une communaut\u00e9 \u00e9tait particuli\u00e8rement expos\u00e9e au risque de travail des enfants par rapport \u00e0 une autre.<\/span><\/p>\r\n

L\u2019\u00e9tude a permis de d\u00e9gager une douzaine de param\u00e8tres susceptibles d\u2019\u00eatre utilis\u00e9s pour \u00e9valuer le risque de travail des enfants au sein d\u2019une communaut\u00e9, en se fondant sur les donn\u00e9es recueillies aupr\u00e8s de 258 communaut\u00e9s productrices de cacao de C\u00f4te d\u2019Ivoire et du Ghana. Ces \u00e9l\u00e9ments caract\u00e9ristiques ont trait \u00e0 quatre grandes th\u00e9matiques\u2009: acc\u00e8s \u00e0 l\u2019\u00e9ducation, infrastructures communautaires, autonomisation des femmes et culture du cacao. <\/span><\/p>\r\n

En nous appuyant sur ces r\u00e9sultats, nous avons \u00e9labor\u00e9 le Calculateur de risque de travail des enfants, un outil pratique et gratuit permettant d\u2019identifier les communaut\u00e9s les plus expos\u00e9es au risque de travail des enfants, de mani\u00e8re \u00e0 pouvoir leur apporter une aide. <\/span><\/p>\r\n

Nous travaillons \u00e9galement \u00e0 l\u2019\u00e9laboration d\u2019un mod\u00e8le permettant d\u2019\u00e9valuer le risque au niveau des m\u00e9nages, dans le cadre d\u2019un projet pilote mis en \u0153uvre en collaboration avec nos partenaires, Nestl\u00e9 et ECOM, et financ\u00e9 par le gouvernement suisse. Ce mod\u00e8le vise \u00e0 \u00e9tablir si des donn\u00e9es sur les producteurs accessibles aux acheteurs et aux coop\u00e9ratives de cacao peuvent \u00eatre mises \u00e0 profit pour identifier des foyers \u00e0 risque dans les fili\u00e8res de production. Ceci permettrait de les classer par ordre de priorit\u00e9 en vue de mettre en place des activit\u00e9s de suivi et\/ou des mesures correctrices.<\/span><\/p>\r\n

ICI continue de perfectionner ces mod\u00e8les de risque, afin de r\u00e9aliser des \u00e9valuations encore plus pr\u00e9cises et s\u2019emploie, parall\u00e8lement, \u00e0 les int\u00e9grer dans des approches existantes, comme les SSRTE.
